I have listed out the criteria by which Grand Prix assignments have typically been given out in the past and bolded each skater's name the first time they appear on this list.  There are 32 ladies on the list and 2 additional skaters who could receive assignments but are unlikely to compete. (I have included Vanessa Lam, Yasmin Siraj and Polina Shelepen in the first count even though they are rumored to be returning to the JGP.)

Top 12 finishers at Worlds (historically guaranteed 2 GP spots, top 6 are seeded and may do 3 events)
